Yes, the wheels are included.
They are not the same. The taildragger lending gear are slightly taller, and also of a thicker material.
The Carbon-Z Cessna 150 landing gear work fine on both pavement and grass. Some fliers opt for harder or softer wheels based on personal preference, but the vast majority of airplanes are operating on all types of surfaces with the stock wheels.
