Kv represents how fast a motor turns in ideal or theoretical conditions when 1 Volt is applied to it. A high Kv motor will turn faster (with less torque), and a low Kv motor will turn slower (but with more torque). A good analogy is a car with a manual transmission. In 1st gear the wheels have low speed but a lot of pulling power (low Kv), and in 5th gear the wheels have low pulling power but high speed. In both cases the engine, and thus available power, are the same, they just work best at different speeds.
